Members of the Commission
The members of the Commission comprises a Chairman and not less than two or more than four Commissioners who are appointed by the President of the Republic after consultation with the Prime Minister and the Leader of the Opposition. These appointments are for five years in the first instance but under the Constitution, the appointees are eligible for reappointment.
According to the Constitution, the Commission in the exercise of its functions as an independent body shall not be subject to the direction or control of any other person or authority. Likewise it also has within its remit constitutional responsibility for reviewing the number and boundaries of the electoral districts into which Trinidad and Tobago is divided for the purpose of elections and for the submission of these reports to the relevant authorities.

Chief Election Officer
In accordance with Section 3 (1) of the Representation of the People Act (ROP) and Subject to Section 71 of the Constitution, in the exercise of its function under the Constitution, the Commission shall exercise general directions and supervision over the administrative conduct of elections and enforce on the part of all Election Officers fairness, impartiality and compliance with the Act.
As such there shall be a Chief Election Officer who shall subject to any general or special directions of the Commission perform such function duties and exercise such powers of the Commission in such manner as the Commission may from time to time direct , including any of the following duties [Section 3 (2) ROP]:
- To makes such arrangements and do such things as are necessary for the initiation and maintenance of the unit and central register in accordance to the Act, and for that purpose to make arrangements for that purpose to make arrangements for the presentation and issue of the necessary forms and instruments for collections and keeping of such records as may be necessary;
- To issue Election Officers such instructions as he/she may, from time to time deem necessary to ensure the effective execution of the provision of the Act; and
- To execute and perform all other powers and duties by the Act or by the Commission are conferred imposed on him/her.
Deputy Chief Election Officer
There shall be a Deputy Chief Election Officer who is subject to the authority, direction and control of the Commission and he /she perform such of the functions and exercise such of the powers of the Chief Election Officer as may be assigned to him/her by the Commission. In the absence of the Chief Election Officer of if the office is vacant; the Deputy Chief Election Officer may act in his/her place and, while so acting shall possess the like powers and perform the like duties of the Chief Election Officer.
Assistant Chief Election Officer
There shall be an Assistant Chief Election Officer who is subject to the authority, direction and control of the Commission and he /she perform such of the functions and exercise such of the powers of the Deputy Chief Election Officer as may be assigned to him/her by the Commission. In the absence of the Deputy Chief Election Officer of if the office is vacant; the Assistant Chief Election Officer may act in his/her place and, while so acting shall possess the like powers and perform the like duties of the Deputy Chief Election Officer.
